The Reds and Clarets failed to settle on a fee for the 23-year-old when he moved to Anfield during the off-season, which will now be determined by a tribunal.
Ings made his senior bow for the Three Lions as a substitute in their 3-0 win over Lithuania, with reports claiming the Championship club are now seeking greater compensation for the former Under-21 international.
He has scored three goals in eight appearances for the Merseysiders in all competitions this term and there is a possibility his progress could lead to increased add-ons in the deal set by the tribunal.
